Your available balance does not cover the amount plus the fee.

Why it happens
Payouts and withdrawals are paid from your available balance, and the fee is charged on top. Money that is still pending (collected in the last day) cannot be spent yet.
What to do
Check GET /v1/balances, top up with a deposit, or send less.
